October 2019: Wisconsin System Operators (WSO) Training Program—Fall Series

The WSO program (which includes Alliant Energy, American Transmission Company, Madison Gas & Electric, We Energies, and Wisconsin Public Service) will be hosting two Fall training sessions focusing on voltage control, frequency control and system restoration presented by SOS.  This class is for dispatchers of all levels of experience.

March 14, 2019: Table 1 shows the minimum expected generation requirements for the Kuester and Mihm generating facilities in the Upper Peninsula of Michigan once commercially operable. Please note that MISO will make the ultimate decision related to the dispatch of the generating facilities.

January 11, 2019: ATC voluntarily performed a high level, steady-state screening of transmission facilities in ATC Planning Zone 3, which encompasses the southwestern portion of Wisconsin.  This was done to assist generation developers with the preliminary identification of potential locations where existing transmission facilities may be able to accommodate the addition of new and/or additional generation capacity. A report of the screening results can be found in this document.

March 2019:  Wisconsin System Operators (WSO) Training Program—Spring Series

The Wisconsin System Operators program (which includes Alliant Energy, American Transmission Company, Madison Gas and Electric, We Energies, and Wisconsin Public Service) will be hosting three Spring training sessions. The three day class will provide students the opportunity to implement mitigating actions in a simulated environment on a generic system Finist Simulator. The course includes a wide scope of system conditions that must be mitigated. Each area of simulation is proceeded with a brief overview to the causes, actions, and responses required to return the system to a reliable state.

The sessions will be held March 26-28, April 2-4, and April 9-11, 2018.  All three sessions will be held at:

August 14, 2018: Reliability studies were performed for the commissioning period of the new J703 (Kuester) and J704 (Mihm) generating facilities in the Upper Peninsula of Michigan. Five discrete and significant proposed phases of commissioning of the Kuester and Mihm generation projects were evaluated in parallel to operation of the existing Presque Isle Power Plant. The generating facility output shown in Table ES.1 represent the maximum allowable output of the listed facilities for the given phase of commissioning work. Output at less than these values will also be acceptable. Actual system conditions may vary and could result in additional restrictions.

August 2018: Wisconsin System Operators (WSO) Training Program—Fall Series

May 1, 2018: Update of transmission submarine cable in Straits of Mackinac

On May 1, 2018, upon completion of testing, one 138-kV transmission circuit, line 9903, will be returned to service to re-establish an electrical connection between Upper Peninsula and lower Michigan.  Updated return to service information can be found in the MISO outage scheduler application under CROW reference # 1-17710485. April 9, 2018: Electric transmission submarine cables damaged in Straits of Mackinac

On the evening of April 1, 2018, both 138-kV transmission circuits that cross the Straits of Mackinac and electrically connect the Upper Peninsula to lower Michigan tripped offline about 30 seconds apart. The two circuits include a total of two overhead transmission lines that transition on land to six submarine cables. ATC owns the overhead line, riser stations on both ends and the underground and submarine cables.  International Transmission Company (ITC) owns the overhead portion of the lines in the lower peninsula of Michigan.

A patrol of the overhead elements showed no damage. The submarine cables, which contain a mineral-based dielectric fluid for insulation, were monitored overnight, and subsequently it was determined that two of them were releasing fluid. Lack of daylight and unfavorable weather conditions, including icing in the channel and on shore, hindered the damage investigation.  Once it was determined the leaks were in the middle of the channel, American Transmission Company (ATC) valved off the dielectric fluid to these cables to limit its release. These two cables are permanently inoperable. ATC is performing a condition assessment of other four cables in the Straits.

ATC is working with several organizations including the U.S. Coast Guard, U.S. Fish & Wildlife Service, Michigan Department of Environmental Quality, Michigan Department of Natural Resources, National Oceanic and Atmospheric Administration, Environmental Protection Agency, and the Michigan Public Service Commission as it continues to investigate and manage environmental impacts.

ATC is also coordinating with neighboring utilities, the Midcontinent Independent System Operator and Midwest Reliability Organization to determine short-term and long-term reliability plans. ATC has received many inquiries about this outage, and the discussion below addresses those inquiries:

Q: What transmission elements are compromised?

A: Two of six 138-kV submarine cables between Point Le Barbe and McGulpin Point were affected. A third cable is believed to be damaged, but has shown no signs of fluid release. Condition assessment of the three other cables continues.

Q: How many transmission lines are involved?

A: Two 138 kV circuits were affected.  Each circuit has three underground / submarine cables that are approximately 4 miles long crossing the Straits of Mackinac.  Two cables were determined to be releasing dielectric fluid – one on each circuit – and one additional cable was faulted.  Consequently, both transmission circuits across the Straits are currently out of service.

Q: What is the age and condition of these cables?

A: Four of cables were installed in 1975, and two other cables were installed in 1991 / 1992.  These cables have been maintained over their life and have shown to be in good operating condition.  They were recently inspected and tested in 2017.

Q: Does ATC know the cause of the cable failures?

A: ATC is investigating with cooperation of the Coast Guard and other agencies.  The Coast Guard has initiated a marine casualty investigation to determine if vessel activity is the cause of the damage to ATC’s cables.

Q: Does ATC know the extent of the damage to the cables?

A: The two cables that were releasing fluid cannot be repaired and have been rendered permanently inoperable. ATC plans to use a remote vehicle to do an underwater visual inspection as soon as possible to assess the condition of the remaining cables and develop both short-term and long-term solutions to restore these transmission circuits across the Straits of Mackinac in the near future.

Q: When will these transmission circuits be returned to service?

A: A return to service date cannot be determined until ATC can conduct an underwater visual inspection of the cables.  We are hopeful that one circuit can be reestablished between the Upper and Lower Peninsula.  Additional condition assessment will determine the feasibility and timeline. These outages are entered into the MISO outage scheduling system (CROW) under CROW #1-17710483 and #1-17710485. The end dates in the CROW system are tentative and will be updated after the condition assessment is completed.

Q: What type of cables are these?

A: The submarine cables are 500 kcmil Cu – Type CR SCFF submarine cables. Four of the cables were installed in 1975, and two additional cables were installed in 1991 / 1992 by Edison Sault Electric Company. ATC became the owner of these circuits in 2001 upon the formation of ATC.

Q: Are there any operating reliability concerns while these lines are out of service?

A: No.  Both ATC and International Transmission Company (ITC) are studying future operating scenarios as part of the review of both the short-term and long-term solutions to restoring these transmission circuits.

Q: What is the makeup of the dielectric insulating fluid?

A: The fluid is a mineral oil that is used industrywide as an insulator in submarine transmission cable packages of this vintage. Following this event, samples were taken by Mackinac Environmental Technology, sent to a certified lab, with the results provided to the Michigan Department of Environmental Quality and ATC on April 5. Preliminary results of representative dielectric insulating fluid samples from the submarine transmission cables indicate no benzene and no PCBs. Other common ingredients in insulating fluids (VOCs) were detected. The Coast Guard has indicated that given the dilution within the Straits and icing on the shoreline, there is low risk to contact with wildlife and humans.

February 5, 2008: In keeping with its outreach efforts on long-range planning, ATC will host an Economic Project Planning meeting for customers and stakeholders on Thursday, February 21 from 9:30am until Noon at MRA conference center near ATC’s Pewaukee office.  The meeting will examine the historical performance of highly constrained elements of the electric system and their impacts on the delivered cost of electricity.  This evaluation will help ATC identify a set of economic system needs and potential solutions.  A map to the conference center and the meeting agenda are attached to this message.  Please note that a teleconference option will be available for this meeting and lunch will be provided.

The precursor to this Economic Project Planning meeting was ATC’s Access Initiative.  The original purpose of the Access Initiative was to examine an interstate transmission line connection between Wisconsin and the Midwest Region with customer and stakeholder input.  ATC’s Access Initiative culminated in 2005 with a decision to pursue regulatory approvals for the Paddock-Rockdale project, now pending before the Public Service Commission of Wisconsin.  The Initiative has now evolved to a broader analysis of future economic constraints and potential solutions.

January 24, 2008: The Arrowhead Stone Lake portion of the Arrowhead-Weston 345-kv transmission line project was placed in service on January 23, 2008, at 1144 am CST. Subsequent outages to this line will be scheduled or noted via the outage coordination process.

January 23, 2008: The newly constructed Arrowhead-Weston 345-kV transmission line was energized on January 23. This information was made available during a meeting with Madison Gas & Electric representatives on January 22. Public information was available indicating the general timeframe for the energization of the Arrowhead-Weston transmission line; however, a specific date for energization had not previously been disclosed.

January 8, 2008: As noted on the Midwest ISO Outage Scheduler, an outage is scheduled for the period January 4, 2008 through February 15, 2008 in connection with the construction of facilities generally referred to as “Cranberry – Conover – Plains Project.”  Because this is an extended outage period and because several areas of ATC’s transmission network will not be operated in a network configuration, ATC intends to conduct weekly meetings with representatives of the local distribution companies that may be affected by this construction-related outage, as well as other interested parties.  Those meetings will occur weekly during the outage period.  The purpose of the meetings is to discuss the construction progress and any possible changes to the outage period.  If the period of the outage is changed, ATC will supply the requested change to the Midwest ISO through the outage scheduler.  ATC may also provide information at the meeting relating to the outage period.  To receive the updated information, please click here.

ATC has improved the summer emergency rating of the Ellington-Hintz 138-kV line from 293 MVA to 397 MVA. Further upgrades are planned for increasing the summer emergency rating to 403 MVA.

February 5, 2007: ATC mistakenly failed to timely update organization chart on OASIS
On February 2, 2007, ATC Management Inc., as corporate manager of American Transmission Company LLC (ATCLLC), posted to the OASIS an update of its organization chart. It appears that the OASIS posting may be two days later than the seven business days posting requirement of 18 CFR Part 358.4(b)(3)(iv).

Organizational changes in ATCLLC’s Asset Management department were made effective on January 22, 2007. While the high level organizational changes were announced to Asset Management department employees, details pertaining to specific job titles were still under review and pending decisions, which were finalized on or around January 31, 2007. A corporate-wide announcement of the changes, and the distribution of the revised organization chart, was done on February 2, 2007. Upon the announcement of the organizational change on February 2, 2007, an assessment of the OASIS posting requirements was made. ATCLLC has conservatively concluded that an OASIS posting update should have been made on or before January 31, 2007. Upon recognition that the OASIS posting update was beyond the seven business day posting requirement, ATC expeditiously made an OASIS posting update which added the revised Asset Management department organization chart to the OASIS site on the afternoon of February 2, 2007.

January 30, 2007: The following notice is being posted at the request of We Energies
“At approximately 0735 on January 30, 2007, the WEC Balancing Authority during the course of routine communications with its affiliated generator operator and generator owners inadvertently disclosed an excursion on the system of about 300 MW relating to an unnamed, unaffiliated generator that at the time remained down. While the WEC Balancing Authority does not believe this posting is required, it is made out of an abundance of caution with the intent of compliance with FERC requirements.”

2006

December 12, 2006: Empire-Forsyth 138-kV line rating
ATC has revised the summer ratings of the Empire-Forsyth 138-kV line to 195 MVA normal, 202 MVA emergency. The summer emergency rating is limited by the line conductor clearance.

December 11, 2006: Flow South Flow gate Rating
ATC has completed the reconstruction of the Plains-Stiles 138-kV corridor which connects Northeastern Wisconsin to the Upper Peninsula of Michigan. This multi-year improvement project has resulted in an increase in the normal summer and winter capability of the Flow South flow gate to 300 MW for all seasons.

November 2, 2006: Please join ATC for its 2006 Transmission Business Briefing for Michigan’s Upper Peninsula on Tuesday, November 7 in Marquette, Michigan. The meeting will include presentations on various current topics and opportunities will exist to discuss ATC’s projects and activities.

ATC President and CEO José Delgado will be the keynote speaker. George Stojic, director of operations and wholesale markets for the Michigan Public Service Commission, will present an overview of recent MPSC initiatives. Todd Hillman, executive director-customer management for the Midwest ISO, will present an update on MISO initiatives. We are aware that this meeting falls on an election day.
